Form A1-R Reconciliation: Getting Arizona Withholding to Tie to W-2s

How to reconcile Arizona withholding for Form A1-R, tie quarterly totals to W-2 amounts, and fix discrepancies before the annual filing deadline.

Arizona's annual withholding reconciliation, Form A1-R, is where your payroll ledger gets audited against itself. The form compares the withholding liability and payments you reported each quarter against the total Arizona tax withheld shown on the W-2s, W-2c, W-2G, and 1099-R forms you issued. It also transmits the state copies of those forms. If the quarters and the information returns disagree, the reconciliation is where it shows.

What the form actually reconciles?

A1-R sits at the end of a chain: each quarter you reported withholding on Form A1-QRT, and at year end the sum of those quarters must equal the state wages and withholding on the information returns. Three totals have to agree: the sum of the four quarterly liability figures, the sum of actual payments made to the state, and the total Arizona withholding on the W-2s and other forms. When all three match, the return is a formality. When they do not, you have a finding to work through before filing.

Where do the discrepancies usually come from?

Most mismatches trace to a handful of causes. A W-2 corrected after the last quarter closed will not be in the quarterly figures. A late or amended quarter that was never filed as an A1-QRT amendment leaves the liability column short. Payments applied to the wrong period or the wrong year shift the payments column. And a payroll run posted in the ledger in one period but paid in another can throw the wage totals off if your cut-off was sloppy.

Work from the ledger, not from the payroll register alone. Pull the Arizona withholding by pay date from the general ledger, tie it to each quarter's A1-QRT, then tie the full year to the W-2 totals. The break will sit in exactly one of those joins, and each join has its own fix.

How do you correct an overpayment or underpayment?

This is the judgement call the form forces. If the quarters were wrong, the correction is an amended A1-QRT for the affected quarter, not an adjustment on the A1-R itself. The annual form is a reconciliation and transmittal, not an amendment vehicle, and it is not the place to claim a refund. Fix the quarter first, then the annual totals fall into line.

If the W-2 was wrong instead, file the W-2c and let the corrected figures flow into the reconciliation. Decide which side is wrong before you touch either form; amending the wrong one just creates a second discrepancy.

What does a clean reconciliation look like in practice?

Take a generic employer with ten staff. Quarter liability figures of 4,100, 4,250, 4,300, and 4,350 sum to 17,000. Payments total 17,000. The W-2s show Arizona withholding of 17,000. The A1-R is then a copy-and-attach exercise: the totals, the state copies of the information returns, filed by the end of February. If instead the W-2s total 17,150, stop and find the 150 before filing. It is usually one corrected cheque or one mis-mapped deduction code, and it is far cheaper to find now than after the state's own matching runs.

What should you keep in the working papers?

Keep the reconciliation itself: a schedule showing quarterly liability, payments, and W-2 withholding side by side, plus the tie-out to the ledger. Keep copies of the information returns as filed and any W-2c or amended A1-QRT with an explanation of why. That file answers the state's questions years later, and it is the evidence that the close was done properly.

When does jurisdiction and timing matter?

Filing is due on or before February 28 following the tax year, moved to the next business day when that lands on a weekend or holiday. Exact current-year mechanics, addresses, and e-file options should be confirmed with the Arizona Department of Revenue, as these change. If the discrepancy is large, spans multiple years, or points at a payroll system that has been withholding incorrectly all along, that stops being a reconciliation task and needs a payroll or tax specialist.
